Background

Disarmament and demilitarization concerns have always been features of the work of QUNO-Geneva. The present programme continues to give attention to the broad range of global weapons control and disarmament issues, including nuclear and biological as well as conventional weapons. One focus of this work is in relation to the Geneva-based Conference on Disarmament (CD). But the QUNO programme has also been much concerned in recent years with weapons issues being dealt with in other forums (for example, anti-personnel landmines initiatives) or working their way to the top of the international agenda (for example, small arms and light weapons proliferation).

The work on conventional weapons, being the weapons used in the violent conflicts of today, is linked conceptually to the other part of this programme, that of identifying and fostering areas where peacemaking, peacekeeping and peacebuilding structures and methods can be strengthened. Programme objectives are:

1. promote regional and international prevention and reduction measures which lessen the impact of small arms/light weapons (SA/LW) in conflict-affected and conflict-prone regions.

2. further the implementation of the Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and On Their Destruction.

3. strengthen "breakthrough" initiatives towards genuine steps towards nuclear disarmament and to support the successful conclusion of a Verification Protocol to the Biological and Toxic Weapons Convention.

4. provide opportunities for enhancing the understanding and incorporation of conflict transformation and peacebuilding perspectives and practices into the programmes of international humanitarian agencies.

5. facilitate dialogue, networking and relationship building among NGOs, governments, UN agencies and other experts with those who are less powerful or are in violence-affected regions on disarmament and peace issues.
